The partnership between Dubai Holding Real Estate and Emirates NBD has become one of the most discussed developments in Dubai’s real estate market in 2026. The companies are launching an integrated mortgage financing model for the purchase of off-plan real estate, which could significantly change the rules of the game for both investors and end buyers.

Key changes
The key change is that mortgages are now integrated at the property reservation stage rather than at the end of construction. Previously, buyers made instalment payments directly to the developer and only 6–12 months before project completion began searching for bank financing. This created a serious risk: during several years of construction, interest rates, bank requirements, or the buyer’s own financial situation could change.
The new model allows buyers to receive preliminary mortgage approval from Emirates NBD almost immediately after selecting a property. Buyers can now understand in advance the available loan amount, financing conditions, and their financial obligations. For the market, this is an important signal: transactions are becoming more predictable and transparent.
Another important aspect is expanded access to the market. The integrated scheme applies to projects by Meraas, Nakheel and Dubai Properties. At the same time, the program is aimed not only at UAE residents but also at foreign investors.
For the investment market, this means increased liquidity and a broader buyer audience. Off-plan real estate in Dubai is gradually becoming less dependent on large investors with significant amounts of free capital and more accessible to buyers who prefer to use bank financing.
At the same time, it is important to understand that this does not mean guaranteed mortgage approval. Final approval still depends on income verification, credit history, and property valuation at the time of project completion. Nevertheless, the very emergence of such a model demonstrates that Dubai’s real estate market is becoming more mature, institutionalized, and focused on long-term demand.
