Portugal Tightens Citizenship Rules Again: New 10-Year Requirement for Portuguese Citizenship
On April 1, the parliament of Portugal approved new amendments to the Portuguese Nationality Law, significantly changing the requirements for obtaining Portuguese citizenship. The most notable update is the absence of any transition period, meaning the new Portuguese citizenship rules will apply immediately — even to those already living in Portugal with a residence permit.

Key amendments to the Portuguese Nationality Law
The period required to obtain Portuguese citizenship by naturalization has been extended to 10 years. A reduced timeframe of 7 years applies to citizens of the EU and the Community of Portuguese Language Countries (CPLP) (for example, this applies to São Tomé and Príncipe citizens).
Another major change affects how eligibility is calculated. Previously, the timeline for Portuguese citizenship started from the application date. Under the new rules, the qualifying period begins from the date a Portuguese residence permit is granted. This change may significantly delay the process of getting Portuguese citizenship for many applicants.
Are the new Portugal citizenship rules already in effect?
The updated Portuguese citizenship law has already sparked discussion among expats, investors, and individuals considering relocation to Portugal. The legislation still requires the president’s signature. While a veto or delay is theoretically possible, parliament can override a veto with an absolute majority.
Similar reforms to Portugal’s citizenship law were previously approved but later ruled unconstitutional and sent for revision. The current version addresses earlier legal concerns and is expected to come into effect soon.
Overall, these changes to Portugal citizenship requirements will have a direct impact on timelines for obtaining Portuguese citizenship, especially for current residents and those planning to apply soon.
